The Financial Intelligence Analysis Unit (FIAU) has published its 2025 Annual Report, outlining developments across Malta’s anti-money laundering and counter-terrorist financing framework during the year. The report highlights the FIAU’s preparations for the evolving European AML/CFT framework, ongoing international engagement, and operational activity across its supervisory, analytical and enforcement functions.
During 2025, the FIAU continued preparations for the implementation of the new European AML/CFT package, including developments relating to AMLA and the Sixth Anti-Money Laundering Directive. The Unit also remained actively involved in European discussions concerning the establishment of AMLA.
The report notes that the FIAU’s international role was further strengthened through the appointment of Alfred Zammit, Director of the FIAU, as Vice-Chair of MONEYVAL for the 2026-2028 term.
In terms of operational activity, the FIAU reported that during 2025 it:
- Received 10,721 suspicious transaction reports;
- Conducted 150 supervisory interventions; and
- Issued 71 enforcement measures.
The report also references preparatory work undertaken in support of enhancements to the FIAU’s enforcement framework, including the settlement process that was subsequently introduced in April 2026.
The publication is framed around the theme “Behind Every Euro Laundered Lies a Victim”, emphasising the FIAU’s focus on protecting Malta’s financial system and mitigating the impact of financial crime on society.
